About
A slightly cantankerous wizard who owns and runs an antique shop in Western country, which has a reputation for being where all lost things end up. This is somewhat hyperbole, of course, but it's a fair bet that if something of value goes missing it might end up in his possession a few hundred years later.

He has the appearance of a child, which frustrates him deeply, but he has deep-seated reasons for not wanting to apply a glamor to himself to appear older. Ask him about it only if you want to get punched in the dick and walk away without an answer.
But since he can't punch you, here's the gist of it:
He had a twin brother who, unlike him, was born human. It would already be one thing to watch someone who initially looks identical to you age and die, but his relationship with his brother was... slightly fraught. Needless to say, he doesn't particularly like the idea of looking like him.

People sometimes wonder why he didn't move to the Eastern country, considering that seems to align more with his philosophy of "oh my god leave me alone", but his reasons for moving to west are twofold.
Firstly, it's less that he wants to really be left alone and more that he very dearly prizes his independence and individuality.
Secondly, he just really hates Central country and a deep-seated grudge is the best reason for defection.

Allusion

All children, except one, grow up. They soon know that they will grow up, and the way Wendy knew was this. One day when she was two years old she was playing in a garden, and she plucked another flower and ran with it to her mother. I suppose she must have looked rather delightful, for Mrs. Darling put her hand to her heart and cried, "Oh, why can't you remain like this for ever!" This was all that passed between them on the subject, but henceforth Wendy knew that she must grow up. You always know after you are two. Two is the beginning of the end.
-Peter Pan and Wendy, J. M. Barrie
